UN Review of the Monterrey Consensus, Doha
The first International Conference on Financing for Development
took place in Monterrey, Mexico in 2002. The Consensus that emerged from this
conference dealt with the following areas: mobilizing domestic
resources for development; expanding international trade; mobilizing international
private flows, such as foreign direct investment (FDI); exchanging
technical and financial know-how; and managing external debt, among others.
The next round of negotiations to review the Monterrey Consensus will take
place in Doha, Qatar in the second half of 2008. Many of the leaders of the dialogue,
including UN General Assembly President Srgjan Kerim, have pointed out that
despite many positive developments, there remain a number of objectives that have not
been met, in particular in the area of mobilizing FDI. For this reason, the parties at Doha will seek
ways to establish more effective support mechanisms to implement the Consensus.
